Tonle Sap Biosphere Reserve - Environmental Information Database Project (TSBR-ED)

The main objective of TSBR-ED is “To plan, implement and build the capacity for a strategically sound approach for an environmental information database and related functions within the TSBR Secretariat, which will serve near term needs and have the capacity to be readily augmented through extension of existing and addition of further features at a later time.”
The TSBR-ED Project aims to put in place a data management framework, supporting infrastructure and capacity among TSBR Secretariat staff for efficient, functional archiving and distribution of data and information among the user community concerned with the TSBR.  The following are seven main components of work of the TSBR-ED Project:

Component 1: Strategic Approach, Framework and Action Plan
Formulate the strategic approach for the development of all environmental information database components that assures initial, limited functionality in line with priority needs and the ability to expand the system attributes and capacity over the long term. This includes –

  • Formulation of representative metadata records
  • Characterization of user groups and identify their data and information requirements
  • Devise broad framework for different system components and specify hardware and software requirements for the short and medium term expansion.
  • Build technical capacity of the Database staff at the Secretariat
  • Prepare an action plan for the next three years of database development
  • Prepare the brief strategy, framework and action plan for different components.

Component 2: Clearinghouse Mechanism:
Provide assistance in setting up a Clearing House Mechanism (CHM) as per the guidelines of the ‘Convention on Biological Diversity’ in 1992 as a framework for action the Royal Cambodian Government.  This would include :

  • Prepare Operable Frame work and strategy for development of a Clearinghouse and make the same available both is hard copy as well as on the TSRB-ED website
  • Develop a Strategy to facilitate joint work programmes with other CHM partners
  • Provide assistance in implementing the operable frame work and strategy for development through workshop(s) addressing the scientific and technical information needs of TSBR
  • Prepare a standard template for Meta-Data Records for tabular, textual and spatial data.
  • Prepare a standard Memorandum Of Understanding (MOU) document to define the respective roles and responsibilities of different MCH partners and provide a mechanism for data sharing.
  • Develop a ‘Ad-hoc Querry Builder’ on the TSBR-ED website using which users can search, locate and download data / information on any of the programme theme areas.
  • Provide assistance in collecting and compiling a Meta-Data database as per the Meta Data standard template
  • Identify and provide assistance in procuring the necessary software required for the TSBR CHM
  • Operationalise the Initial Clearinghouse on the TSBR-ED website
  • Provide a list of all hyperlinks to be included on the TSBR-Website which facilitate data sharing with other CHM initiatives
Component 3: Database
Develop a strategy for compiling all existing tabular, textual and spatial data on different environmental themes such as ecology, hydrology, geomorphology, socio economic  environment etc. on a common platform. This includes:

  • Incorporate a strategy for management of different data types
  • Compile data from different agencies and prepare the same for future development of  GIS application displaying the different thematic layers of the environmental database
  • Develop an web based interface for displaying the base map generated from the orthophoto mapping component of the TSEMP
  • Initiate the process of creation of a metadata database for tabular, textual and spatial data, so that the metadata database can be used for user search and query
  • Create a directory of NGOs, International donors, and other support organizations and agencies working in the Tonle Sap Region

Component 4: Website
Develop a TSBR website / portal, which will be hosted by a private service provider and will provide limited search capability for data and information archived under the TSBR-ED Project. This would include:

  • Hyperlinks to different components of TSEMP, information about different aspects of TSBR and different agencies working on TSEMP
  • Selection and operationalisation of a web hosting server
  • Develop the TSBR website to serve the needs of the Secretariat and to facilitate information dissemination about TSEMP
  • Compile a metadata database which will act as a repository of linked information about the ‘Tonle Sap Ecosystem’, including its biodiversity, socio-economic and cultural characteristics, etc.
  • Provide interface on the website for updating information about news and events related to TSBR and TSEMP.
  • Build technical capacities of Secretariat staff for maintenance of the web site

Component 5: Publications 
Assist in formulation of strategy for a newsletter (Bulletin) which will be produced quarterly by the Secretariat. This would include :

  • Assist the secretariat in preparing the upcoming edition of the Tonle Sap Bulletin of the TSBR, and provide guidance the process for the same can be improved.
  • Produce the character edition of the Environment and Development Data Report and provide guidance on how the annual periodical can be most efficiently updated for future editions.
  • Provide hardcopy editions of the directories specified and provide guidance on how the directories can be kept current. 

Component 6: Documentation Center 
Assist in establishing a documentation center at the Secretariat to collect and organize books, special publications, survey reports, workshop reports, seminar proceedings, and project documents.  This would include :

  • Identifying the space, facilities and equipment requirements for the documentation center
  • Provide assistance in the procurement of such equipment

Component 7 : Hardware, Physical Facilities and Materials
Provide assistance and support in identifying and procuring the necessary software, hardware, web hosting services etc. required for the environmental database. This would include :

  • Laying down specifications for software, hardware, web hosting services etc, required to be purchased for the TSBR-ED project
  • Provide assistance in the procurement and operationlisation of the above mentioned software, hardware, web hosting services etc
